The Office for Weapons Containment & Regulation (OWCR) is the sole international organ with the mandate to monitor, regulate, contain, and control the use of weapons across the world to prevent the annihilation of human civilization and unreasonable loss of life. It does not weigh on the morality or ethics of the use of weapons, only their quantifiable impact on humanity. The Office provides regulatory guidelines to governments about the reasonable use of weapons, the thresholds before intervention, and weapons development.
