Organization

The OWCR has a centralized organizational structure. Policy directions, major decisions, and the like are made or determined by the Office Board consisting of nine (9) members, serving twice-renewable ten-year terms. These members are nominated by the Security Council and then subsequently appointed by the International Assembly. These nine members elect among themselves a chairperson, who in turn appoints the other officers.

The Office Board does not follow the typical democratic form of governance. Instead, it employs sociocracy or consensus governance. This ensures that all opinions are considered and the minimum viable factors for all members are met before a decision is made. The chairperson formulates the final decision and, if all members consent or at least have no objections, it comes into force.

There are four departments, namely the Compliance Department, which investigates and resolves all queries and complaints regarding compliance of governments with the Office's regulations; Operations Department, which conducts on-ground operations and coordination; Management Department, which handles the organizational and internal affairs of the Office; and the Relations Department, which handles regular coordination and communication with governments and other organizations. A de facto fifth department under the Chairman, known simply as the Fifth, handles all other matters not within the scope or jurisdiction of other departments.
